This feature branch includes 3 commits: 1. add switch to apply cm_ccapturescen only to subset of regions, 2. add switch to apply cm_nucscen only to subset of regions, 3. refactor nucscen part in core/bounds.gms and add nuclear phase-out scenario by 2050 (nucscen = 7).
