Added parameter scenario_start_consumer_stock to the TWIST main() in TWIST_simpleCore.py which is used when running a scenario. The beginning stock of the initial scenario year will then be set to the scenario_start_consumer_stock value. Changed in TWIST_runScenario.py so that the scenario run is done three time with historic low, average and high beginning stock levels. Updated the plotting routine for the three different type of storage levels.

Added baseline option where the production is keep fixed and the consumption is matched to production for the scenario years. And scenario has production failure of a certain degree based on the production the year before the shock and then keep constant for the following years

Added a fitting routine and removed the bmi files. Updated the TWIST_coreSimple.py file so the code can be run as a function with arguments instead of reading in the settings.py file, and it also returns the output of the run. Added more corps in the TWIST_settings,py file. Updated TWIST_functions.py to included functions needed for the fitting.

Added a non default parameter fitting_param=False to the main() function, which should be use if you want to fit the free parameter, otherwise the values are read in from the TWIST_settings.py file.

Changed so that the parameters specific for the run is passed by as the argument fitting_param to the TWIST_coreSimple.main() instead of opening TWIST_settings.py and change specific rows each time.

Major commit includes adding the Basic Modeling Interface (BMI) stub at , adding a function wrapper for the BMI at as well as a major refactor of so that it is now object oriented. Now, contains a class called which initializes the TWIST model. This object can be initalized with the function, incremented one time step with the function, and run to completion with the function.'

Updated TWIST modules so that the `localbasedir` for the TWIST repository is read from `/main/TWIST_settings.py`. This makes it easier for a new user to run TWIST as they must only change the `localbasedir` in one location (the settings file)
